COSMETIC PIF: What is and why it is important.

PIF and Safety Assessment fulfills a fundamental regulatory obligation, forming the basis for electronic notification via the CPNP (Cosmetic Products Notification Portal) portal.

The adoption of the new European regulation (CE) n.1223 / 2009 requires the replacement of the old “Technical dossier” (Directive 76/768 / EEC in abrogation) with a new more structured document that takes the name of Product Information File (PIF).

This is mandatory for each product included in the definition of cosmetic product to be positioned in the market of the European Community. PIF must be written in the language of the country where the product is marketed and must contain the following 5 types of information:

1. Description of the product (Article 11.2.a);

2. Safety Evaluation of the Cosmetic Product (Article 11.2.b);

3. Manufacturing method and declaration of conformity with the GMP (Article 11.2.c);

4. Proof of the effects attributed to the product (Article 11.2.d);

5. Data relating to animal testing (Article 11.2.e).

The Cosmetic Product Safety Report is enormously important. It gathers technical and toxicological information concerning the finished cosmetic product, its ingredients, as well as the primary packaging material. Beware of companies whose product packaging does not report such information in the target-market language nor any information regarding the data, those controlling the process and its controllers. In fact, Safety Assessment must be drawn by a specialized technician with a suitable curriculum, as stated by Regulation 1223/2009 / EC,.

CPNP: Every product on sale on miloon.eu is certified in accordance with the provisions in force in the European territory. In fact, according to the new Regulation 1223/2009 / EC on cosmetic products, the European Union requires since 2013 that notifications related to cosmetic products must be be conveyed exclusively through a centralized electronic platform, namely the Cosmetic Products Notification Portal CPNP . This system makes possible to identify every single product and all the data related concerning product destination and composition.
